In 2023, Honolulu County recorded 20,890 employer establishments and 74,413 nonemployer establishments. These separate populations cannot be added or read as advertisers, buyers or demand.

Planning labels are not offices, boundaries or volume claims. Honolulu County covers 600.63 square miles of land, with 1,692.4 residents per square mile in 2020. Its July 1, 2025 population estimate was 988,703 against the 2020 base of 1,016,508. Primary call actions guide bidding and appear in Conversions. Enhanced conversions send hashed first-party data without removing consent or customer-data duties. Record region and relevant resident or visitor context on every inquiry. Location targeting itself works from signals rather than certainty, which is why the region field is recorded on the inquiry and not inferred.

Eligible exact-match keywords are generally prioritized, with exceptions such as a budget-limited campaign.
Performance Max
One goal-based campaign can serve across Search, YouTube, Display, Discover, Gmail and Maps. Google positions it as complementary to keyword-led Search.
What the region data decides
Capacity, offer and conversion quality determine whether regions separate.
Island-wide Performance Max cannot replace knowing where an Oahu business serves. DBEDT’s preliminary calendar 2025 count was 5,679,047 Oahu visitor trips, 2.0% under the 2024 count of 5,794,854. Trips are not simultaneous people, searches or leads. Account evidence determines whether resident and visitor demand belong together.

Local Services Ads are an eligibility question.
Google limits Local Services Ads to supported categories and areas. Plumbers, electricians, roofers, landscaping services, lawyers and real estate services are labeled examples, not Oahu availability.

Google Verified replaced earlier badges for eligible advertisers. Screening comes first; new jobs lost refund protection after December 7, 2025. Digital Reach claims no badge. Google’s current flow determines category-and-area eligibility.
Budget as a method, not a floor.
Work in sequence: define the eligible conversion and qualification standard; confirm capacity, gross economics, geographic reach and availability; inspect live keyword demand and auction data; choose a scope the business can fund; set an average daily budget; then change the plan only from recorded results. Google publishes no minimum spending commitment and gives the advertiser budget control. For most campaigns, Google applies a daily spending limit of two times the average daily budget with a monthly spending limit of 30.4 times it — the maximum Google can bill, not a recommendation. These are billing mechanics, not a starting amount or planning shortcut.
