Build the budget from inputs, then let evidence revise it.
Planning follows six inputs in sequence. First decide what counts as an eligible, qualified conversion. Next document capacity, gross economics, reach, and availability. Current keyword and auction data come after those business constraints. A fundable scope is then translated into an average daily budget. Revise only when recorded evidence supports it.
There is no minimum spending commitment in Google’s terms; the advertiser sets the budget and can change it. Google caps what it can bill, not what it recommends: for most campaigns up to two times the average daily budget on a given day, and up to 30.4 times it in a month.

Should the campaign target Honolulu only or the whole island?
