Local SEO and the Google Business Profile.
On Maui the profile often out-earns the website as a lead source. Google says local results are ordered mainly by relevance, distance, and prominence, and that nobody can pay for a better local ranking (Google Business Profile Help). Distance you cannot change; the other two are work.

Do you guarantee rankings, and how long does it take?
No guarantees, and no universal number for timing, because anyone offering either is guessing. What sets the pace: how much technical debt the site carries, whether the Google Business Profile is already healthy, how contested your category is on Maui, and — most often the real constraint — how fast approved work actually gets published. Profile and on-page work tend to move first; contested organic terms take longer.
How do you measure whether it is working?
Calls and form submissions first, profile actions second, then rankings and Search Console data as leading indicators. What access do you need, and who owns the accounts?
Owner-level access to Google Search Console, your analytics, your Google Business Profile, and your CMS. Every account is created in your name or stays in it, and you keep all of it if the engagement ends — the site, the content, the profile, the analytics, and the tracking. An agency holding these under its own ownership is building a reason to stay that has nothing to do with the work.
When do I need a new website instead of SEO?
When the build is the blocker rather than the visibility. A site that cannot be edited without a developer, loads badly on a phone on a slow connection, or hides the phone number below three screens will limit what any retainer can return. In that case we say so in the first cycle and point at web design first, rather than improving pages that cannot convert.
